Construction Agreement

 

Proceeding from the Cairo Declaration of the Arab Women's Summit first meeting in November, the Conference (November) 2000, and in response to the call of the first Egyptian "Mrs. Suzanne Mubarak", jointly organized with the National Council for Women in Egypt, and the Hariri Foundation in Lebanon and the Arab League and with the participation of nineteen Arab countries , the governments of the countries members of the League of Arab States are signatories to this Convention: aware of the prestige enjoyed by the woman and her nanny maker of generations, and the important role they play in the family as the basic cell of Arab society. And a desire to enhance cooperation among these countries in the field of the development status of Arab women and elevate it.
 
Convinced that the strengthening of the status of Arab women is a fundamental pillar and a necessary element to achieve economic, social and human development of the Arab states and its national objectives. Emphasizing the importance of coordination between the efforts, policies and plans of Arab States' efforts to develop the status of Arab women and enhance their contributions, and in order to achieve cooperation and joint Arab action in this important area in the framework of the Arab League. In line with what required by the Charter of the League of Arab States to enhance cooperation among member states in all fields. Based on the approval of the Council of the League of Arab States at the Arab Women's Organization in its resolution No. (6126) of the ordinary 'Held (116) held on 09.10.2001 AD and the approval of the Economic and Social Council in its resolution No. (1426) dated 09/12/2001 m. Arab countries signatory to this agreement have agreed on the following provisions:
    

Part I Definitions (Article 1)

Intended to ferry below the meanings assigned to them:
 
 
Organization: Arab Women's Organization
Conference: Summit of the Member States of the organization which is the supreme authority which takes place on the level of the First Ladies or their representatives about them at the summit level on a regular basis every two years during the Supreme Council of the Organization, and assume women in the Arab states supreme policy coordination. 
 
  • Supreme Council: The Council of the OIC Member States, and includes all the Arab First Ladies or their representatives about them.
  • Executive Council: The Executive Board of the Organization, the body of representatives of the Member States of specialists in women's affairs. 
  • Public Administration: the Technical Secretariat of the Organization of Arab Women.
  • General Secretariat: The General Secretariat of the League of Arab States.
  • League: League of Arab States.
    

Part II of the Organization based (Article 2)

Arise in the context of the Arab League-governmental organization with legal personality and financial and administrative independence of the so-called "Arab Women's Organization." 
    
(Article 3)
It is the organization's headquarters is a state university headquarters, and it may establish branch offices in Arab member states and may establish specialized centers in other countries when necessary.
    

Part III organic (Article 4)

Membership in the Organization of the Member States at the university.
The organization must agree to accept membership as an observer of Arab, regional and intergovernmental organizations based on consensus and approved in accordance with the standards approved by the organization.
 
Organization that Tdao- by Alarae- countries from non-members or relevant Arab, regional and international NGOs work to attend its meetings as an observer.
    

PART FOUR goals of the Organization (Article 5)

Organization aims to contribute to the promotion of joint Arab cooperation and coordination in the field of women's development and strengthen its role in the community .. and in particular:
The achievement of the Arab Women's Solidarity as a cornerstone of Arab solidarity.
Coordination of joint Arab positions in the Arab and international public affairs and in dealing with women's issues in regional and international forums.
 
Raising awareness of women's issues in the Arab economic, social, cultural, legal and media support aspects of joint cooperation and exchange of experiences in the field of women's advancement.
 
The integration of women's issues within the priorities of the plans and policies of comprehensive development.
Women's development potential and build their capacity as an individual and as a citizen to contribute to an active role in society and in the fields of employment and business all to participate in decision-making.
 
Advancement necessary for women health and educational services.
    

Means and measures (Article 6)

Organization means and measures taken to achieve its objectives and exercise activities that are necessary to carry out its functions .. and in particular:
  • Collection and dissemination of data on the status of women.
  • Support and coordinate local and national efforts related to women's issues.
  • Follow-up to the various developments in international forums in the field of competence.
  • Integrated preparation and model programs for the development of the situation of women in various fields.
  • And cooperation with governmental and non-Arab and international organizations concerned.
  • Hold seminars and workshops for the coordination of joint Arab action in the field of women.
  • Conduct studies and research about women and their place in society.
    

Part V organs of the Organization (Article 7)

Organization is made up of the conference (summit) and the Supreme Council of the Organization, and the Executive Board of the Organization, and public administration.
    

Supreme Council (Article 8)

The Supreme Council of the Organization is composed of all the first ladies of Arab or on behalf of their will, and respect the adoption of public policy for the organization's work and follow-up and monitoring their implementation.
 
Every member of the Council shall have one vote. The chairmanship of the Council rotates according to the alphabetical order in place at the university, and the presidential term is two years.
 
Supreme Council will hold a meeting in regular session every two years during the Arab Women's Summit, where the movement of his presidency for the following countries and training date will be at the headquarters of the organization - or in one of the Arab countries that offer hosting.
 
Of the Supreme Council of the Organization to hold special sessions may be unusual at the request of one third of the Member States.
Two-thirds of the members of the Organization shall constitute a quorum for the meetings of the Supreme Council and the decisions are taken by consensus or by a two-thirds majority of members present, according to the rules of procedure contained.
 
The Supreme Council may be assisted with a number of advisers from the disciplines that see a need for it.
    

Executive Board of the Organization (Article 9)

WHO Executive Board Member representatives formed to be a representation of the states concerned with women's issues or the like, and each country has one vote.
 
The chairmanship of the Executive Council rotates according to the alphabetical order in force in the university and the presidency will be for one year.
Executive Board meets in regular session once a year.
Council sessions may be unusual at the request of one third of the Member States at least.
Two-thirds of the members of the Organization shall constitute a quorum for meetings of the Council and shall take decisions by consensus or by a two-thirds majority of members present, according to the rules of procedure contained.
 
    

Terms of reference of the Executive Council of the Organization (Article 10)

WHO Executive Board to propose regard to public policy being pursued by the organization and raise recommendations for adoption by the Supreme Council of lines.
 
Executive Board undertaken to follow up the implementation of the general policy of the organization and coordinate their activities and monitor the financial and administrative affairs and reporting it to the Supreme Council selectors.
 
Suggest it deems necessary decisions and actions to achieve the purposes of the organization and according to articles 4 and 5 in the articles of this Convention to be adopted by the Supreme Council .. In particular: 
  • The development of financial and administrative regulations and internal systems that ensure the performance of his mission laid down.
  • Propose plans, policies, programs and activities of the organization
  • Proposal for the formation of permanent and temporary committees
  • Audit reports General Manager
  • The final audit and annual budget of the Organization
  • Cooperation between the organization and the Member States of Arab, regional and international organizations coordinate
  • Review of aid and donations to consider the adoption of acceptance of the Supreme Council
    

Public Administration (Article 11)

Public administration consists of FAO Director-General, assisted by a number of technical and administrative staff.
Taken into account when hiring employees that the choice should be based on a standard geographical distribution among the Arab countries and the required efficiency.
    

Director-General (Article 12)

  • Heads the General Administration Director-General chosen by the WHO Executive Board from among candidates of Member States and supports the Council appointed
  • Appointment of the Director-General for a period of four years, renewable once, and it shall be responsible for the overall management business to the Executive Board.
  • The Director-General or his representative management work of the organization and implementation of its decisions, and do what entrusted with the tasks of the Executive Board and in particular:
  • Proposal of staff and names of experts according to the regulations set by the Executive Council to approve the appointment, according to the regulations and standards set by the Executive Board in the public administration staff functions characterization and contracting behalf of the organization 
  • Submit an annual report to the Executive Council on the work of the Department deems necessary and other reports
  • Preparing the annual programs of the Organization projects and presented to the Executive Board and then to the Supreme Council.
  • Preparation of the annual draft budget and presenting the final account report to the Executive Board and then to the Supreme Council.
  • Showing research and reports that it costs prepared by the Executive Board.

Title VI of the Organization's budget and resources

The organization's resources (Article 14)

The organization's resources consist of:

  • Member States' shares in accordance with the applicable at the university budget scale of contributions.
  • Aid, donations and voluntary contributions by the Executive Board recommends acceptance of the Supreme Council and approved by either individuals or bodies    

Title VII FAO's relationship with the Arab League and other international organizations (Article 15)

Organized its annual submitted to the Economic and Social Council of the University, offering advice in areas that fall within the terms of reference.
    

(Article 16)

Organized abide by the rules pertaining to the coordination between the institutions of joint Arab action and cooperation in the implementation of programs and activities with the Economic and Social Council and the University Council and the Council of Arab Ministers of Social Affairs.
    

(Article 17)

Organized cooperate with governmental and non-governmental Arab, regional and international organizations concerned with women's issues, consistent with the objectives of the organization and with the Charter of the University and in particular with the university and the organs of the United Nations and relevant. (Article 18)

Provide necessary state headquarters to the headquarters of the Organization's facilities, as provided by Member States, which hosts branch offices and specialized centers with the necessary facilities to them.
    

(Article 19)

Organized privileges and immunities of enjoying the privileges and immunities under the Convention on the university, according to the agreement between the organization and the host country in this regard.
    

(Article 20)

May be amended by agreement of the Organization at the request signed by five Member States, at least, after the recommendation of the Executive Board and approved by the Supreme Council for a two-thirds majority in each of them does not decide on the amendment, but in the role of the next session of the Executive Council shall not be edited until after the ratification of the two-thirds of members, at least according to the constitutional procedures of each country.
    

(Article 21)

Convention enters into force after the expiration of 30 days from the date of deposit of the instruments of ratification of the seven signatory states to, and shall be deposited instruments of ratification or accession with the General Secretariat of the League of Arab States, which shall notify all other States of the deposit of its history. The state, which holds the presidency of the Arab Women's Summit to convene the first meeting of the Executive Council within one month from the entry into force of the Convention.
    

(Article 22)

If one Member States to withdraw from the organization, so a formal letter addressed to the WHO Executive Board, which take informed actions, it is not considered a withdrawal shall take effect until one year after the date of notification of the Supreme Council.
IN WITNESS WHEREOF delegates commissioners set names signed later this agreement on behalf of their respective governments.
