The Ninth General Conference of the Arab Women Organization

(Women and Girls in the Arab Region: Crosscutting Challenges and Promising Perspectives)

The ninth general conference of the Arab Women Organization was held under the presidency of the State of Libya and hosted by the Libyan capital, Tripoli, on February 27 and 28, 2023. It was attended by high-level official delegations from the Arab member states in attendance and through the Zoom application, as well as 29 experts from Arab countries. They presented a valuable set of scientific papers that discussed important issues for Arab women from a comparative Arab perspective. These issues included election laws and political parties and their position on encouraging women's political participation, violence and sexual harassment in the workplace, social protection systems for women in the field of health in the Arab region, the reality of women and girls who are victims of wars, armed conflicts, occupation and terrorism in the Arab world and the measures taken to protect and support them.

The conference was honored with the participation of His Excellency Abdel Hamid Dabaiba, Head of the Libyan National Unity Government, in the opening ceremony. Official delegations from the Lebanese Republic, the Hashemite Kingdom of Jordan, the Republic of Tunisia, the Kingdom of Morocco, the Republic of Iraq, the Republic of Sudan, the Islamic Republic of Mauritania and Palestine also participated.

The conference continued over two days with four working sessions, during which four regional studies and 24 national reports from member states were discussed.

The conference also witnessed the honoring of the winners of the “Media Opinion Leaders Competition” in its first edition, 2023. They are Mr. Sami Kulaib (Lebanese Republic), Mrs. Mashaer Abdul Karim Bashir Youssef (Republic of Sudan), and Mrs. Asma Ibn El Fassi (Kingdom of Morocco).

At the conclusion of the conference, the participants express their deep appreciation and gratitude to the State of Libya for the kind reception, hospitality and successful organization of the conference. They especially mention His Excellency Mr. Abdul Hamid Dabaiba, Head of the Libyan National Unity Government. And special thanks to Her Excellency Dr. Houria Al-Tarmal, Minister of State for Women's Affairs in the Government of National Unity and President of the Supreme Council of the Arab Women Organization, for her great efforts to make the conference a success. Participants valued the role played by the Arab Women Organization as a house of expertise and a bridge of communication between Arab experiences in the field of empowering Arab women and girls and strengthening the role of Arab women in all fields.

Participants affirm the following general principles:

• Women's economic empowerment is a leverage for sustainable development and social stability in each country.
• The empowerment of women and their balanced participation in political life would enhance the efforts of states to achieve and strengthen civil peace.
• Seeking to spread human rights values would raise awareness of the importance of respecting women and preserving their dignity in all circumstances.
• Protecting women and girls from all forms of violence starting with drafting legislations, ensuring their enforcement, and spreading a human culture that inspires from religious ethics the respect for human dignity, the foundations of social justice and family and community solidarity.
• Our humanitarian duty requires us to redouble efforts to stop wars and armed conflicts, promote peace and support victims of conflicts and wars, especially forcibly displaced women and girls, displaced and refugee women and girls. And Ending the Israeli occupation of Palestine.
• The need for governments to adopt specific policies to support women and enhance opportunities to ensure their social integration in all fields.

The conference issued the following recommendations for each of concerned party:

1-Governments:

-The need for Arab constitutions to include explicit provisions on positive discrimination for women aimed at enhancing women's participation in political life.

-Integration of the gender approach – as in awareness of the roles and needs of both sexes - in all public policies.

- Adopt a national strategy for the prevention of sexual harassment, to be implemented jointly by official institutions and ministries, employers, trade unions and civil society institutions.

- Adopt the life cycle approach for women when enacting legislation and planning health programmes.

- Reviewing national laws related to women's health, as well as reviewing national social security systems and their relevance to detect deficiencies, while working to establish mechanisms to enforce laws and enhance the quality of social security systems. At the same vein, the establishment of special mechanisms to ensure the inclusion of workers in the informal sector within the national social security systems is a must.

- Explicitly include crimes of violence and sexual harassment in penal laws, emphasizing crimes of violence and sexual harassment in the workspaces.

- urging Arab governments to sign and abide by ILO Convention No. 190 and its attached recommendation No. 206, which aims to ensure that no one is exposed to violence and harassment in the world of work.

- Amending the Labor Laws to protect domestic workers them in protection from all forms of exploitation, violence and harassment.

2-Arab Women Organization

- Organizing periodic meetings that bring together all concerned parties with women's and gender issues, and launching an in-depth scientific dialogue on these issues and brings its output and recommendations to the attention of decision-makers in the Arab countries.

- To monitor, collect and introduce Arab expertise and experiences and various success stories with regard to the protection and empowerment of women, for the benefit of all Arab countries.

- Adopt action plans and programs aimed at building the capabilities of women in all fields, including political participation.

- Preparation of policy papers and guiding models for laws and legislations in the field of combating violence against women and social protection for women.

-Adopting the launch of an Arab cultural strategy in which governments and civil society organizations participate, with the aim of developing mentalities and prevalent culture to stop treating women as inferior beings, and work to spread social and cultural awareness of the importance of women’s participation in all fields as a condition to achieve the development and stability sought by Arab societies.

3- Civil Society Organizations and Media Institutions:

-Work to educate women and all members of society about national laws to protect women from violence, as well as spreading awareness of international agreements and declarations that prohibit violence against women.

-Adopt media policies developed to educate all groups about the various forms of violence and harassment in work environments.

-Adopt a preventive approach in combating violence against women and youth in the fields of education, and disseminating awareness campaigns in educational institutions with the aim of raising awareness and involving young people in combating this phenomenon.

-Opening a discussion over suitable mechanisms for including male and female workers in informal sector within the umbrella of social protection and submitting recommendations to the concerned authorities.

-Raise awareness of the conditions and rights of marginalized groups of women, such as women in camps and in the informal economic sector.

4-International Institutions:

-Supporting and financing training programs and building the capacities of women in various fields, including political empowerment.

-Supporting and financing programs and campaigns to protect women from violence and other forms of exploitation.

-Supporting and financing scientific studies, working papers and policies that include guiding frameworks for protecting women and girls of all categories from all forms of discrimination and violence.

- Enhancing communication with regional institutions and civil society organizations in the Arab region to learn about the specificity of the social and cultural contexts of the region and to take into account the special needs of women in the region when preparing support programs.

La Neuvième Conférence Générale de l'Organisation des Femmes Arabes

(Femmes et filles dans la région arabe : défis transversaux et perspectives prometteuses)

La neuvième conférence générale de l'Organisation des Femmes Arabes s'est tenue sous la présidence de l'État de Libye et accueillie par la capitale libyenne, Tripoli, les 27 et 28 février 2023. Elle a réuni des délégations officielles de haut niveau des États membres arabes, présents et via l'application Zoom, ainsi que 29 experts des pays arabes. Ils ont présenté une série composée d'articles scientifiques traitant de questions importantes pour les femmes arabes dans une perspective arabe comparée. Ces questions comprenaient les lois électorales et les partis politiques et leur position sur l'encouragement de la participation politique des femmes, la violence et le harcèlement sexuel sur le lieu de travail, les systèmes de protection sociale pour les femmes dans le domaine de la santé dans la région arabe, la réalité des femmes et des filles victimes des guerres, des conflits armés, de l'occupation et du terrorisme dans le monde arabe et les mesures prises pour les protéger et les soutenir.

À la fin de la conférence, les participants ont exprimé leur profonde appréciation et leur gratitude à l'État libyen pour l'aimable accueil, l'hospitalité et l'organisation réussie de la conférence. Ils mentionnent en particulier Son Excellence M. Abdul Hamid Dabaiba, Chef du Gouvernement d'union nationale libyen. Et des remerciements particuliers à Son Excellence Dr. Houria Al-Tarmal, Ministre d'État aux Affaires féminines du Gouvernement d'unité nationale et Présidente du Conseil suprême de l'Organisation des femmes arabes, pour ses efforts considérables pour assurer le succès de la conférence. Les participants ont loué le rôle joué par l'Organisation des femmes arabes en tant que centre d'expertise et pont de communication entre les expériences arabes dans le domaine de l'autonomisation des femmes et des filles arabes et du renforcement du rôle des femmes arabes dans tous les domaines.

La conférence a été honorée par la participation de Son Excellence Abdel Hamid Dabaiba, chef du gouvernement d'union nationale libyen, à la cérémonie d'ouverture. Des délégations officielles de la République libanaise, du Royaume hachémite de Jordanie, de la République tunisienne, du Royaume du Maroc, de la République d'Iraq, de la République du Soudan, de la République islamique de Mauritanie et de la Palestine y ont également participé.

La conférence s'est poursuivie sur deux jours avec quatre séances de travail, au cours desquelles quatre études régionales et 24 rapports nationaux des États membres ont été discutés.

La conférence a également payé hommage aux lauréats du concours « Media Opinion Leaders » dans sa première édition pour l'année 2023. Il s'agit de M. Sami Kulaib (République libanaise), Mme Mashaer Abdul Karim Bashir Youssef (République du Soudan) et Mme Asma Ibn El Fassi (Royaume du Maroc).

Les participants affirment les principes généraux suivants :

• L'autonomisation et l'émancipation économique des femmes est un levier de développement durable et de stabilité sociale dans chaque pays.
• L'autonomisation et l'émancipation des femmes et leur participation équilibrée à la vie politique renforceraient les efforts des États pour réaliser et renforcer la paix civile.
• Promouvoir les valeurs des droits humains permettrait de prendre conscience de l'importance de respecter les femmes et de préserver leur dignité en toutes circonstances.
• Protéger les femmes et les filles de toutes les formes de violence en commençant par promulguer des lois, en veillant à leur application et en diffusant une culture humaine qui s’inspirant par l'éthique religieuse, établit le respect de la dignité humaine, les fondements de la justice sociale et de la solidarité familiale et communautaire.
• Il est primordial que les gouvernements adoptent des politiques spécifiques pour soutenir les femmes et accroître les possibilités d'assurer leur intégration sociale dans tous les domaines.

La conférence a émis les recommandations suivantes pour chacune des parties concernées :

1-Gouvernements :

- La nécessité pour les constitutions arabes d'inclure des dispositions explicites sur la discrimination positive pour les femmes visant à renforcer la participation des femmes à la vie politique.

- Intégration de l'approche genre – dans le sens de la prise de conscience des rôles et des besoins des deux sexes – dans toutes les politiques publiques.

- Adopter une stratégie nationale de prévention du harcèlement sexuel, à mettre en œuvre conjointement par les institutions et ministères officiels, les employeurs, les syndicats et les institutions de la société civile.

- Adopter l'approche du cycle de vie pour les femmes lors de la promulgation de la législation et de la planification des programmes de santé.

- Examiner les lois nationales relatives à la santé des femmes, ainsi que revoir les systèmes nationaux de sécurité sociale et leur pertinence pour détecter les lacunes, tout en travaillant à la mise en place de mécanismes pour faire appliquer les lois et améliorer la qualité des systèmes de sécurité sociale. Dans le même ordre d'idées, la mise en place de mécanismes spéciaux pour assurer l'inclusion des travailleurs du secteur informel dans les systèmes nationaux de sécurité sociale est indispensable.

- Inclure explicitement les crimes de violence et de harcèlement sexuel dans les lois pénales, en mettant l'accent sur les crimes de violence et de harcèlement sexuel dans les espaces de travail.

- Incitez les gouvernements arabes à signer et à respecter la convention n° 190 de l'OIT et la recommandation n° 206 qui l'accompagne, qui vise à garantir que personne ne soit exposé à la violence et au harcèlement dans le monde du travail.

- Modifier les lois du travail pour protéger les travailleurs domestiques contre toutes les formes d'exploitation, de violence et de harcèlement.

2-Organisation des Femmes Arabes

- Organiser des réunions périodiques joignant toutes les parties concernées par les questions de femmes et de genre, et lancer un dialogue scientifique approfondi sur ces questions et porter ses résultats et recommandations à l'attention des décideurs dans les pays arabes.

- Surveiller, collecter et présenter l'expertise et les expériences arabes et diverses réussites en matière de protection et d'autonomisation des femmes, au profit de tous les pays arabes.

- Adopter des plans d'action et des programmes visant à renforcer les capacités des femmes dans tous les domaines, y compris la participation politique.

- Préparation de documents d'orientation et de modèles d'orientation pour les lois et législations dans le domaine de la lutte contre la violence à l'égard des femmes et de la protection sociale des femmes.

- Adopter le lancement d'une stratégie culturelle arabe à laquelle participent les gouvernements et les organisations de la société civile, dans le but de développer les mentalités et la culture pour cesser de traiter les femmes comme des êtres inférieurs, et travailler à la sensibilisation sociale et culturelle de l'importance de la participation des femmes à tous les domaines comme condition pour parvenir au développement et à la stabilité recherchés par les sociétés arabes.

3- Organisations de la société civile et institutions médiatiques :

- Travailler à éduquer les femmes et tous les membres de la société sur les lois nationales pour protéger les femmes contre la violence, ainsi qu'à faire connaître les accords et déclarations internationaux qui interdisent la violence à l'égard des femmes.

-Adopter des politiques médiatiques élaborées pour éduquer tous les groupes sur les diverses formes de violence et de harcèlement en milieu de travail.

-Adopter une approche préventive dans la lutte contre la violence faite aux femmes et aux jeunes dans les domaines de l'éducation, et diffuser des campagnes de sensibilisation dans les établissements d'enseignement dans le but de sensibiliser et d'impliquer les jeunes dans la lutte contre ce phénomène.

-Lancer une discussion sur les mécanismes appropriés pour inclure les travailleurs, hommes et femmes, du secteur informel dans le cadre de la protection sociale et soumettre des recommandations aux autorités concernées.

- Sensibiliser sur les conditions et les droits des groupes de femmes marginalisées, telles que les femmes dans les camps et dans le secteur économique informel.

4-Institutions internationales :

-Soutenir et financer des programmes de formation et de renforcement des capacités des femmes dans divers domaines, y compris l'autonomisation politique.

-Soutenir et financer des programmes et des campagnes visant à protéger les femmes de la violence et d'autres formes d'exploitation.

-Soutenir et financer des études scientifiques, des documents de travail et des politiques comprenant des cadres directeurs pour la protection des femmes et des filles de toutes les catégories contre toutes les formes de discrimination et de violence.
